I dont understand your question or response...

she did not bother with I-551 ....that was stamp on her passport and later they sent plastic i-551 which in other words they call green card.
While some, including myself, are uncertain as to if filing is required; at least three of us have been scared spitless about how the IRS deals with this issue. Unless mom has an objection to filing for some reason, file.

Well guess what, unless she surrenders her green card, she's subject to the tax laws of the US, EVEN IF SHE'S NOT HERE.
Yeah..thats true...

also, I found on her green card that it says 'resident since' and date is 12/07/2013 so I conclude that she is US resident since dec. 2013 and therefore subjec to income tax and fbar filing requirements.
