Neighbors Foundation Higher Than Ours Flooding Concern

What is the name of your state (only U.S. law)?
We live in Houston, TX. Our subdivision is quite new and we have been here 5years. Recently developers have started building behind us, my concern is that their foundations are at least 1-3 foot higher than ours and i'm concerned about flooding. Where is the law on this?

Politely raise the issue with them whether they have installed drainage that will not change the flow of water to your property.

foundation height shouldnt matter but elevation of the lots would, so were those lots higher than yours to start with ?

And if they were, any runoff problem would have already existed.
