What is the name of your state (only U.S. law)? Illinois
I work for an airline as a baggage handler and we are in a union. We work directly with supervisors who are not in our union, but who are allowed to pick up shifts from union members if we choose to give our shift to them. Lately a handful of supervisors have been soliciting cash from union members to take our shift. In example, my supervisor would say to me, 'I will work your shift Saturday morning if you give me $60'. It seems completely inappropriate to me and I'm wondering if it's even legal. They are considered part of management. I have talked to several of my union brothers and sisters who are also deeply bothered by their behavior. I appreciate any advice.

What I don't understand is why any of you would have any interest in PAYING a supervisor to work your shift? How does that benefit YOU?
While I would never pay them to work for me, I think a lot of people who are new to the job have undesirable shifts (night shifts, weekend shifts) and it is more difficult to give these shifts away. I almost wonder if they feel a sense of obligation when a supervisor approaches them and demands to be paid to get their shift picked up. In the end it's the union members decision to pay, I am just uncomfortable with it. Perhaps it is something I have to live with but choose to not participate in.
