I will try to remember to get back you guys if you are interested. The house build has been very busy for us and it seems there isn't enough hours in the day to keep up.

I think all of us would be interested in hearing how this turns out for you, Catscratch1, if you find the time to post back.

In the meantime, I will keep my fingers crossed that the law works to your favor on this and that you will not be held responsible for the full cost of connecting your house to the rural water supply.

Just a quick update: I called several local attorneys. One actually represents the district we are working with, one isn't taking new clients (close to retiring), and the rest represent other districts in the area and weren't very interest in my situation. Had one tell me "sometimes they run into problems". She wouldn't listen when I tried to tell her there were no problems with the install, just a bill that had doubled even though everything went smooth as planned. She cut me off and said to make an appointment. Needless to say, I didn't make an appointment.

So now I'm with Legal Shield who I have access to through my employer. Faxing stuff to them tomorrow to see if we have anything to stand on.

Here is the update and final resolution: The lawyer I worked with didn't see any willing fraudulence and didn't think legal action would be best (he said it wasn't out of the question, but probably not easy). I met with the board last night and discussed the situation with them. They dropped $1000 from the added bill and offered a 10yr payment plan on the remainder. I was surprised when the offered repayment plan (for their mistake) was at 4% interest. They motioned to drop the interest and I accepted.

So I will now have a water bill that is $36/month higher for the next 10yrs but at least it is without interest and I don't really think I'm paying for more product than I got. In the end I think I'm ok with how this worked out but not real happy with the mix up and how it affected some of our house build decisions.

That seems a reasonable resolution, if not ideal. And it is especially nice that you were able to work this out with the board outside a courtroom.

It is reasonable and like you said, we didn't have to go to court and have a lot of crap with a utility we will be tied to for the rest of our lives. It turned out better than it could have for sure.

Thanks for the help guys.
