What is the name of your state (only U.S. law)? California
We live on a shared private road in El Cajon, CA, with about a dozen other houses. One neighbor has two old rusty cars parked on the road, One does occasionally move and appears to have a current registration but the other one that is in much worse condition has not moved for a long time and does not even have plates. With this being a private road are there any laws that will enable us to force her to move the unsightly rusty old car?

Call the Traffic Division in your city and ask them:

Is this private road an easement? It could be this lady's land so she can park whatever she wants on it, I would think, if she owns the road. I don't know this for sure but it seems a reasonable assumption...

If those parked cars would interfere with say a fire truck or a ambulance getting to anyone else who has property beyond where they are parked then maybe your city/county has a ordinance about this so check with zoning & your fire dept or sheriffs dept they may have something for you to use to encourage her not to park them on the road any more, ( you didn't say how many other homes must pass those parked vehicles to get to own properties )
