I am a self-published Kindle writer and I have a story I would like to publish that references I Love Lucy. My plot is this:

Female character A and female character B are watching an I Love Lucy marathon. Then A falls asleep and dreams. In the dream, both A's and B's husbands are in the Navy and are about to ship out on a submarine. A feels like she's missing out and convinces B that they need to dress up like men and sneak onto the boat. The men catch them before it happens, A's husband tells her she has some explaining to do, and then they all have a laugh by the end.

Does this violate copyright?

Also, my state is Wisconsin.

It might violate copyrights and trademark rights but, generally, you can reference tv shows and movies and books in your own book without it being infringement. It really depends on how you are referencing the show or the characters on it.

You would be smart to have a publishing law professional review your book prior to publication to better ensure you avoid a lawsuit arising from its content. Having liability insurance is wise as well.
