The numbers themselves are fine to use.
are the lucky number protected from any copyright? As well as, if i use an exactly same ticket lottery with exactly tha same stucture ( for example number 1-49 and 1-25) is this illegal?

The numbers themselves are not copyrightable. I would suggest that you run your plan by a local IP attorney in order to insure its legality.

I echo Zigner's advice and recommend you run your lottery idea by an attorney in your area.

What you have described appears to be more of a business advertising matter than an intellectual property matter.
