The aforementioned exams are not part of the summer program. I did the final exams associated with those courses.

The exams my university is talking about are new ones they are creating specifically for me to take.

We're really come full circle. You have choices to make now. Best of luck to you.

Really? No one else but you would be taking this exam? No one at all?

So someone really has taken up the time to write up an exam, for you and only you to take, to be in this program. Are there no other people from your institution who have applied to be in this program?

Writing exams is work.

Now, if you are the only person from your institution that was applying for this program, it is highly possible that there are requirements for entry into this program over which they have no control. The onus will be on you to prove that this is not the case, and that you have been singled out.

The only thing I can imagine with International Person of Mystery is that s/he demanded a test written in the exceedingly obscure dialect of his/her first language. Or some other unique (and mysterious, of course) "accommodation" for this, the special snowflake.

No, I am not the only student from my university.

Yes, my university is literally making up exams specifically for me. And yes, it is as ridiculous as it sounds, although it is real.

If you actually get to court, you will be compelled to answer the question "Why didn't you just take the exam and attend the interview?" You really need to come up with a better answer than "I had no idea that exams were a regular part of university educational programs, plus exams are a waste of time, and oh yeah, also the guy conducting the exam doesn't like me."
"And I'm the only one at the university that has to take this exam!"

At the very least, this will provide some comic relief for the judge. :D

So I talked with a lawyer about the possibility of doing the exam. He agrees that it is ridiculous and that agreed I should not have to take one.

However, he said I should do it "just for the heck of it," but with one major caveat: I need to put in the email message that I do not agree that I should have to do the exam or that I was not previously promised automatic admission.

He shares my concern that if I just "do" the exam, then it could be seen in court as agreeing with my university that they have the legal right to make me do the exam to gain admission, even though they do not since I was previously guaranteed admission.
