So I've done some research on Romeo and Juliet laws in the US and according to this website, Romeo and Juliet laws only reduce penalties from commiting lewd or lascivious acts with a minor even of both of the members meet the age requirment in their state. I just wanted to be clear that even though these age requirments are met, the older member in the relationship can still be penalized?

Yepper. It is very possible. Don't have sex with children.
