I signed a boat slip lease agreement on 9/13/16 but it does not take effect until 11/1/16, Can I terminate the contract if I have not moved my boat into the slip?

That would depend on the terms of your agreement. I suspect that you aren't going to be able to terminate it so easily.

Yes, you can terminate the contract that you signed but there are probably penalties outlined in your contract for termination.

I suggest you read the agreement carefully. If there is no termination clause, I suggest you contact the marina to see if you can cancel the contract without penalty.
