Your question is really lacking in details, but, generally, no. Just paying property taxes doesn't give a non-owner any rights to the property.

I agree. Paying property taxes can be an element in some attempts to adversely claim property, or can be the key element in a tax auction sale (done be the government and a redemption period is available) but just paying property taxes alone doesn't hack it.
