Complicated Mess! Divorcing when the wife is moving from state to state with the kids

Missouri. Husband currently lives in St. Louis, MO. His wife left and moved to Pennsylvania with the his kids from Dallas, TX where they both were living. She won't provide him an address because she was living hotel to hotel. When husband finally gets a lawyer for the divorce so he can get his kids, the wife ups and leaves back to Dallas, TX. She won't provide him with an address and the kids haven't been back to school in weeks. Kids ages are 4 and 8. Husband is completely done with the marriage all he wants is his kids to have a stable place that his wife isn't providing but Husband is able to provide a stable environment (he has an apartment big enough for him and his 2 boys). What can he possibly do if she is just taking off, not giving him and address and his kids are not in school? As of today, the kids have been out of school for at least 2 weeks. They were attending school in Pennsylvania. If more is needed please let me know. Thank you!

Please provide a timeline When you were married, who moved where when, etc. Also, who has been the children's primary caregiver. That should start things off...

(btw, the 4yo is going to preschool or daycare, not school. Is it possible Mom has enrolled the 8yo in Dallas, or is homeschooling?)
