I just can't imagine this guy saying "Woohoo, they were supposed to charge $10,000, but they only invoiced for $4,000, so I get to keep the $6,000 and spend it any way I want!" This guy KNEW he was doing the wrong thing. Even if he felt that the organization wasn't entitled to the money, then he should at least refund the poor suckers who paid 60% more than they should have (by the OP's reasoning).

It is real simple. They make a few calls and guys/gals with guns and handcuffs show up at your door to arrest you for theft -- felony theft -- among other possible charges. Then you end up becoming a felon and being forced to pay restitution. Oh and what about the people that paid you? Do they get what they paid for? Because if they can't complete this trip, they can file criminal charges as well. And you will have to pay them restitution. I can continue with how this can go badly. Once you are convicted, because you would be based upon what you have stated, as a felon there are many things you cannot do and many professions that will be foreclosed to you.

Where did he say that? He said that there was a "final invoice" marked paid in full but that doesn't mean the trip has taken place.
