College Billed My Empty College Fund Without Letting Me Know

I enrolled in a graduate program for an MBA in Healthcare Admin, and was completing it at an accelerated rate to finish in 1 year. It was all online with 7 week semesters. I was using a Texas Tomorrow Fund (college fund) for tuition. After my last semester I was told that my last 2 semesters were billed to the fund but the fund had no money left. The lady said she was sorry for missing it and not letting me know. Now I'm in debt for 11,000 dollars when I would have never taken those courses if I knew my funds were dry. I was told by an employee that maybe I can appeal it with the cashiers office. Before I contact them, does anyone have any advice? I feel as if the lady should have let me know when the fund informed them there were no funds left. I shouldn't have been enrolled in TWO semesters with no money. I would have never done that. Any feedback helps. Thank you.
