If the granddaughter gets power of attorney over her health care situations, does that mean she has power of attorney over her Estate as well? Mom step mother is still married to my Dad.

She can't "get" power of power attorney. It has to be granted by the grandmother.

Power of attorney ends with the death of the grantor, it has no bearing on the estate.

The OP is getting various terms confused. In various states, one can be "guardian of the person", "guardian of the estate", or both.
