What is the name of your state (only U.S. law)?
California

A mobile mechanic took my classic car to rebuild the engine at his house, he said it would be done in 2 weeks. After 2 weeks he said the parts is hard to find and only over sea has it and wanted more money.
I waited 2 months later now he said his tool got stolen and need more time. Long story short, a year later I drop by his house. The only thing he done was taken the head apart, I am mad for all the lies he have told me. Then he told me another month for sure in face to face meet up. I paid him all cash, lost invoice, he refused to write another invoice. Also I found out he has no business license.

This is all your own fault.

Hire a towing company to get your car.

Take it to a REPUTABLE repair shop after thoroughly investigating the shop.

Start all over.

When you are done you can decide if it's worth suing the fly-by-night mechanic. It probably won't be worth it.

PS: There's no excuse for losing your invoice. You need to learn better record keeping.

My car is in running condition when he took it for a repair. Now its not running anymore cause he took the top engine apart. I ask him to write me another receipt and he refused. I left the receipt in his car when he drop me off at my house.

This doesn't change anything that you were told.
