What is the name of your state (only U.S. law)? California

I'm thinking about moving to Norco, CA. I train dogs for a living and have them live with me for a small period of time. I do not generate significant traffic and all work is conducted in my backyard or inside my home. I also do NOT need to modify my house significantly. I would build a fence if necessary, and/ or a few walls / doors to create a room specifically for the dogs in my home if necessary. Most cities have a 4 dog limit but I need permission to have about 10 in my home. Since I work from home and train dogs I keep noise down to the point where it isn't out of the ordinary, if not quieter.

My question is; Do I have a reasonable chance of having a Conditional Use Permit approved, or is this a long shot? Could a lawyer help me file all the necessary paperwork?

There is no way for anyone to predict how local rule s (rule variances ) would come out. Do your re search, learn local animal count limits, learn if you would need special license to run this kind of business before moving OR consider seeking out homes in rural townships where they have fewer zoning rules.

I have done some research. Norco has a 4 dog limit. Anything more would require a kennel permit. Unfortunately, that is only for personal use. They don't allow Kennel facilities in a neighborhood which is a total headache because I am not a kennel facility. I haven't asked specifically about a C.U.P. From past experience county and city clerks simply say no to everything until you go above their heads. As for location, the farther away from major cities I move the less business I get.

I guess I was just hoping someone would say "Yeah, CUP's are very easy to get!" or "CUP's are tough, you're s.o.l." I guess I'll just have to go through with it and take my chances, thanks!

Actually, you are a kennel facility of sorts.

Yeah, that's the problem. Technically I would fall under that category, but I don't operate the same way. I know it sounds like I'm splitting hairs here, but their are significant differences that other cities have refused to acknowledge. Which led me to go over the clerks head and created some headaches I would prefer not to repeat :) Hence the curiosity regarding CUP's.
