I live in Maryland. i want to remove my name off the title of a car but i don't have access to the title or the car. someone else has the car and I just need my name off anything associated with it. Can I get my name removed without signing over to someone else?

No. It's yours until somebody accepts it from you.

But the question is; if it's your car, why don't you have the title in hand?

Who is this other person? What's the relationship? What's the deal with the co-ownership?

Is this another one of those boyfriend-girlfriend things where you bought a car together and now the relationship is over and the hostilities begun?

Is there also a loan on the car? Even if you got your name off the title you'd still be obligated on the loan.
