Depends. Was he at home? And who was the adult? Did the 14yo have the permission of parent or guardian? How did the authorities become aware of the situation?

And, of course, the statute under which the child was charged. There could be state or local charges that may have different elements and penalties. We don't know much of anything without clarification and the offense charged.

Agreed. There could be a local minor in possession/consumption law that is different from the state law. The link I provided was to the state law.
