she was found guilty in federal law of stealing his funds. has to pay himm 100$ a month, but my question is, she collects some sort of disability from ss. and now has a full time job, just wondering how this can be?

There is a program that allows people to work, on a trial basis to see if they can come off of disability, yet still collect disability. If she is on SSDI rather than SSI she can work a limited amount without impacting her benefits at all. If she is on SSI then the special program comes into play.

Yes to your first question. If you want to know the rules, read the Red Book of Work Incentives. Very complex.

Second question, you can't. It is none of your business.

If you believe that someone is committing fraud, be sure to give sufficient details and paper records so that SSA can actually investigate. But what you think is fraud may not be fraud. And you will never know the outcome because it is none of your business.

because if she makes more money than she would pay my brother more. then he might be able to recoop more of the 40,000 she owes him

This is a matter for your brother to handle.

I understand you are concerned about his welfare but, other than report suspected abuse of the system, there is little you can do.
