Contacting instagram influencers directly. Is it legal?

I am outside of USA but its related to USA.

Hi so let me explain a bit. There are people on instagram with tens of thousands of followers. I can find them easily by just searching for a hashtag and instagram will show me most liked photos or videos and these are posted by influencers that have a lot of followers. So my question is: is it legal to contact the influencers directly by a private message or email and ask them for a price of a promo post on their account? Some influencers already have info on their accounts bio with contact details to buy a promo post. Some not. I guess its totally legal to contact the ones who have this info on their accounts. Correct me if I am wrong. What about just contacting random people that have lots of followers and influence but dont have info on their bio that they sell posts? Can this be considered spam? I am not selling them anything I instead want to buy a post on their page. Please let me know if its legal or not. Thanks.

Thanks for the link. I have read it. As per my understanding the thing I posted about doesn't break the CAN Spam Act. Am I right? What do you think?
