Can Disney get away with firing employees and fining operating participants for this?

Alright, so this is going to be a bit of a doozy, so try and stick it out with me here. I also hope this is the right forum. It seemed the most fitting, at least.

I work for one of the many companies that rents a bit of place for a store within Florida's Disney Springs shopping center. As such, I do not work for Disney, however I do get to reap some of the benefits that Cast Members do.

Over the last two years, Disney has opened up two parking garages (with a third on the way) on the edges of Disney Springs, to replace the old parking lots that were there before. That said, Disney did not pay a dime for these aforementioned garages. As pointed out in many different easily located articles online, the garages were funded using taxpayer dollars. Reedy Creek, meanwhile, footed the bill for most of the materials for construction. Inside of the garages are Reedy Creek employees, not Disney ones. You do not need to pay to enter the garages, and by all means, they are considered public parking.

Now here's the kicker: Disney has attempted to ban employees--both Disney's own Cast Members, as well as employees of the Operating Participants (like me) from parking in the garages. They have threatened (and gone through with) firing their own employees for parking in the garages, and they have threatened (and followed through with) fining the stores of the operating participant employees $25 (per person) that are caught parking in the garages.

I'd like to reemphasize that Disney does not own the garages, and did not pay a DIME for their construction.

Does Disney have the authority to do this? I ask specifically because my wife and I were both approached by one of Disney's employees that is actually paid enough to care about his job, and he took our IDs so he could fine our store since we parked in the garage.

I would love to hear that because the garages were paid for entirely with taxpayer money, that Disney is somehow not allowed to disallow anyone from parking in the garage. Alternatively, if there is a concrete reason why Disney can get away with this (aside from them being Disney, not to mention the largest employer in Florida), I'd love to hear it.

I have got to assume that Disney's only motivation from banning cast members and operating participant employees from parking in the garages is that they want space left available for visitors. Are the garages crowded and is there other parking available for cast members and operating participant employees?

Those questions aren't relevant. The fact is that, yes, Disney can ban its employees from parking in the structure, and yes, if the contracts with Disney allow such fines, Disney can fine the vendors that rent space from them. This is NOT a "legal" matter for those vendors, it is merely a contractual matter.

Disney can do it if its contracts with its tenants/vendors allows for it. That is an issue between Disney and those tenants/vendors. As the employee of one of those tenants/vendors, you have no cause to complain about it. You are not being fined yourself, after all. If your employer tells you not to park in there, then do not park there. Your employer absolutely may fire you for parking there.

DO you comprehend who and what Reedy Creek is? Because I do not think that you do. Disney IS Reedy Creek.

As far as I know an employer can dictate where to park or where not to park and or impose such restrictions by contract with its participating vendors ....it's at will employment. And you are free to walk away. BTW employer could also charge its employees a parking fee to use company lots and some do.
