Residence outside USA sold in California without a Real Estate License

What is the name of your state (only U.S. law)? California

I bought an apartment from an overseas developer in 2015. The apartment (condo) is located outside USA as is the developer. The open house, though, to solicit customers was held in a real estate promotion event in California. An agent based in USA, got a commission. I am a resident of California. Neither the developer nor the agent had a California Real Estate license and the agreement is not per US laws, allowing the developer to now arbitrarily levy extra charges. Were any California Codes of Real Estate violated and what protection could I have? If CALBRE issues a cease and refrain order to the developer, can I negotiate with the developer or take them to court?

You are not giving enough information to get decent advice. If you are unwilling to provide the down and dirty details then my recommendation is that you consult a local attorney.

You have asked this question before on several different forums. The answers are not going to change now a couple of months later.
