My front lawn is right next to where my neighbor park his car. My last gardener uses blower to blow all the dry leaves. My gardener quit on me because my neighbor threatened him if he doesn’t stop he will call sheriff on him for the reason that it’s making his car dirty and all the dust goes to his driveway.

My question is, can he really call a sheriff for that? Is it really illegal for my gardener to use blower and can he really call sheriff on my gardener?

Your neighbor is free to call the local police about many things but unless there is a littering ordinance that was written in a way that allows for it to be applied to debris blown by a leaf blower blown from one property to another to be included then its possible that a police officer could take action, As Odd as it sounds perhaps a machine that sucks them up like how a household vacuum would could be a better choice . (See neighbor cant do much about leaves that fall onto his lot / property due to nature so does the neighbor act the same way when its fall ? )

What is the name of your state?

If the gardener's leaf blowing damages your neighbor's property, the neighbor would have reason to call the police.

I don't know if leaf "dust" is harmful to a car's finish (leaves are) but it would be upsetting to wash a car only have it messed up by a neighbor's actions.

I like FarmerJ's suggestion to suck up the leaves rather than blow them.

If the particles being blown onto the car are damaging the paint, then you can be held financially responsible for the damages. Leaf blowers don't just blow leaves.

And really, if the gardener was blowing debris onto your neighbor's driveway, that's not acceptable.
