Based on what someone wrote here on Twitter based in the USA obviously, is this true? We're talking a fictional story with fictional characters here, as in writers are writing a story together. A prohibition on writing about minors can be a website or Twitter policy but there are hundreds of examples in literature that show it's not illegal. Vadimir Nabokov's "Lolita" is one famous example.

Twitter is free to have their own rules that are more strict than the law. Further, since they are international, not only do US laws apply to them but also laws in other countries in which they operate.
