My step father has loaned a substantial amount of money to my step sister to buy investment properties, when I looked at the tax assessor rolls all of the properties are listed under a partnership with a lawyer who does real estate trusts, my question is what are the reasons they would be listed under the lawyers name, I am suspicious that it will be gifted to her after my step father passes without my mother knowing.

So why don't you ask your mother if she knows about it and whether she approves of it.

Cause it's really none of your business if she does.
