Is it a criminal offense for a man in Hawaii to put several permanent tattoos on the body of an 10 year old girl, if the child and her mother give written consent?

Based on that link it looks like its ok in Hawaii with the consent of a child's parent.

Strange. I answered this yesterday and the question involved verbal consent. I cited the statute and explained that it required written consent which had to stay on file for two years, otherwise it was a violation (not a "criminal" offense) of the licensing statute.

My response is gone and now the question has changed to involve written consent which, of course, makes it legal.

I Googled the actual law.

2017 Hawaii Revised Statutes
TITLE 19. HEALTH
321. Department of Health
321-379 Enforcement; penalties.
(a) If the department determines that any person has violated or is violating any provision of this part, any rule adopted pursuant to this part, or any term or condition of a permit or license issued pursuant to this part, the department may take enforcement action and impose penalties as provided in section 321-20, except that the department may impose a penalty not to exceed $10,000 per offense.
(b) Violations of this part include but are not limited to:
(6) Tattooing any person under the age of eighteen without the written consent of the person's parent or legal guardian or not maintaining the consent forms in a confidential manner at the tattoo shop for not less than two years.
