Can SSi payments be garnished, levied by creditors for defaulting on bank loan or credit cards?

Not directly. However, if you mingle it with other funds that are not exempt from attachments, it may get swept up with the rest though there are supposed to be restrictions in place to make this less likely to "just happen."

Note that child support and money you owe to the feds (tax debt, prior overpaymetns) and child support obligations can get at this money.

Not SSI, those can only go after SSDI.

Worse, if the account happens to be in the same bank as the loan or credit card the money could be subject to the bank's "right of set off" that's written into the accountholder's agreement that you bound yourself to when you opened the account. Read the agreement to see how that works.

No, that's not supposed to happen. As I mentioned, for the past few years there are specific protections about such things.
