What is the name of your state?pa

My landlord is renting 5 bed rooms but he is hiding the income from it since he only takes hard cash. When there was a check in the house - he asks us to go to a restaurant for a nice lunch and he will take care of of the bills. He suggested his wife will take us to the restaurant.
In addition he buys cars from different auctions - he stores them in rented garages in the city and sales the car from his home garage. He only takes hard cash from the car buyers - he will take even money order.
He boasts that he is paying 10s of 1000s of dollars in tax - I can see that he is lying
I am not wanting any rewards -his wickedness made me conclude he is doing something about tax.

There is nothing wrong with trading in cash , CASH CANNOT BOUNCE , it cant be taken back via a chargeback like how credit card transactions can.
When people pay in cash they can have a receipt book handy to make sure they get a receipt right then and there on the spot!

Back when I had rentals I had tenants who I later learned had a attitude where they personally thought that because I had rentals that I must have had a lot of money including one tenant I learned from a neighbor that had the view that if she didn't pay her rent in the end it was okay because it could be written off as a loss. AS to a tenant who can see things/ predict things like a LL who they think might be untruthful when filing taxes, its entirely possible that the crystal ball they are using needs to be cleaned with entitledthinker brand crystal ball cleaner.
