Car seller has not transferred certificate of title to buyer

I bought a used BMW i3 on ebay in December 2018, simply because ebay has a good vehicle purchase protection program. I fully paid for it and the BMW i3 has been delivered within a few days.

The issue is the DMV paperwork and certification of title. He made many promises to get it done, and many then postponements, and until today it is still not completed. Title has not been transferred, and DMV paperwork are still pending because of this. I received a "pending" vehicle registration from CA DMV because the paperwork and fee are not completed.

Can you recommend the course of actions that i should take to resolve this issue? CA DMV rep told me that both the title and vehicle registration are pending (for unknown reason) and cannot offer any additional help. Ebay also refused to help.

Yes. Go back to the DMV with a copy of this statute and ask if you can post a bond to get title:

Ebay also refused to help.
Why? I would think if you properly filed a claim, IN WRITING, that you would be give a reason why the protection plan doesn't apply.

Ebay Vehicle Protection Program lasts only 90 days. This is hidden in their "fine prints"

I read the 2015 California Code link but still don't understand on how post a bond to get title. Can you provide more details?

Another (perhaps last) option is to sue the seller in small claim court.
