It's an "International Drivers Permit." As I stated, it's meaningless by itself. A recognized body in each country issues them and they are merely the translation of the source foreign license into many languages. AAA issues them for US residents. You present BOTH if you are stopped.
California however, doesn't care a sou about an IDP. They will honor a foreign license if you are a non-resident. You are expected to have a California license if you are residing here for any amount of time.
