What is the name of your state? Texas
I had a question. My friend has been living in her house for around 5 years. Recently there has been a new property next to hers. A builder has put a marker but it aligns partially on her property. It goes past her fence. The owner of the property told her to take down her fence since it’s past the marker. The house was made by habitat for humanity and it has to go through the city of Dallas. I’m not sure what to do. The house has been there for 5 years and all of a sudden the new property is telling her to move her fence and all the trees and plants that she has planted.

Generally what's needed in a situation like this one is for you to get a survey to determine where the border actually is. If the builder got a survey and your surveyor comes up with a different position then it would be up to the two surveyors to work out where one of them went wrong. However, that is an expensive thing to do and might be beyond your budget.

I would suggest that you contact Habitat for Humanity and see what advice or assistance that they might be able to give. I am not guaranteeing that they can help you, but they might be able to provide some assistance.

There's really nothing for you to do. Your friend could hire her own surveyor and see if that survey agrees. Your friend may also wish to contact Habitat for Humanity to see if they are able to offer assistance.

Other than this not being the OP's matter to deal with...yeah, that.

True, I wasn't paying attention to the fact that it wasn't the OP's actual problem.
What does she do if the property next to her says that they has a survey done and her property is on theirs? Does she get her own surveyor or does she just accept it?

That is exactly what I already explained to you. Please re-read my previous post.
