I'm not sure how the pipe was destroyed - the OP didn't say. There may be a presumptive test, there may not. Policies on whether lab verification is necessary or not vary by county. The expense of a lab test for meth is such that many counties will drop the matter if it looks like a fight, or not pursue dope charges at all. It's not worth the staff and lab expense for a small fine (that often is not paid due to financial hardship) and little to no jail time.
But, if there is nothing more than observation of the pipe and no presumptive or lab test for meth, then about the only thing they might have is the pipe for 6 months and/or $1,000 - likely far less than 6 months if any time in custody at all.
