That’s nice. But you still misread what was said.
Your opinion is noted, but since you're not the OP and have never seen the lease, your interpretation of the OP's paraphrasing is no better than mine. If the OP cares to clarify and/or provide actual quotes, that's great. Otherwise, two people bickering about what a document neither of them has ever read is beyond pointless.

Tim unless your current lease allows for changes to it any time in the leases term then your new LL has to abide by it and at this point the new owner has only told you they want more money come July first , the new owner has no told you to move out and the new oner trying to tell you its a 60 day notice will look like a giant fool in court if they try to hold you to a 60 day notice when your valid lease says 30. SO do plan for finding another place to move to and make sure you give proper written notice on real paper sent say via confirmed mail delivery by getting it into the mail early enough so the new landlord gets it by may 29Th or 30 th that tells the new LL you will be vacated by June 30 , make sure you pay your June rent and also to get enough stuff out say into self storage or a friends garage so you can clean every thing , take pics of how nice and clean it is and plan on treating your move out as if your going to have to sue the new landlord for your damage deposit money and so you are clear your new landlord cannot charge you for damages done to the unit when they didn't own it they can only charge for physical damage ONLY during the time they owned it So that ugly stain on the kitchen counter that's been there for the last year they cant charge you for but say your brother comes over tomorrow and is careless and sets his smoke on the edge of the counter while washing his hands and his smoke leaves a burn that is damage the new LL can charge you for but not one thing that happened before they bought it and take enough pics so you can prove what the homes final condition is .

OPs post is confusing about what lease. Why would he have a lease from the new owner unless the original old owner lease had expired and been renewed or he had otherwise signed a new lease with the new owner?

The OP doesn't mention any lease from the new owners. The OP mentions a new policy regarding notice that the new owner has, but not a new lease.

I obviously am not seeing the reason for such confusion.

The new owner did not become a new owner until after Tim and the original owner had signed a lease, the lease of which had a 30 day notice requirement and terminates July 1.

The new owner’s new lease has an increase in rent and a 60 day notice requirement. But Tim is not bound by the terms of any lease he has not signed. He and the new owner are bound by the terms of the lease Tim had with the previous owner.

Tim dug out his lease, read it, said what it said (30 day notice), and he was advised.
None of those posts were there when I posted. I don't know why, but they were not.

Odd. I don’t remember editing mine, which I think can make a post disappear temporarily. Glad to hear neither Tim nor I are blocked, though. :)
