What is the name of your state? Colorado

I was told that after a year of living in an apartment – if you renew, they have to come and clean the carpets, repaint, change the filters, etc., just as they would do for a new tenant. Is this right?

Whoever told you that is VERY wrong. Typically those are issues landlords and residents negotiate upon renewal. This is unless of course there is something in writing to the contrary in the lease contract?
