Every other answer is yes or no so we are trying to get a solid answer for someone that kinda knows the real answer so our question is that if a 17 year old has a permanent place to stay can he/she move out at 17 if we tell the parents where they are going and is there any way for the parents to bring them back home if they are not in danger?

No. The police in TX might not pursue the 17 year old as a runaway if the 17 year old is living with family, but otherwise whomever harbors the 17 year old could possibly be a charged with custodial interference or even worse crimes.

It wouldn’t really be smart for her to stay in the position she is in she is getting sexually harassed by her grandfather and her grandmother is doing nothing and the mother doesn’t care for or feed the child

Then she needs to speak to a school counselor or other mandated reporter to get her removed from the home and placed somewhere else safely and legally. That is generally going to mean foster care, but it could be kinship placement foster care.
