I live in Philadelphia Pennsylvania. There is a 16 X 150 property conected to ours. Tax records indicate no payment for 20 years. The contracted law firm with the tax department wats $11,000.00 which is the back taxes with fines. The law firm turned down our $5,000.00 offer. My wife and I have maintained this property for nearly 10 years. We believe it was supossed to be a continuation of a street but twin houses were built behind our home and aparently the street project was dropped. This land is unbuildable, we would like to put a small garden, horse shoes and some fruit trees on it. Is Adverse Posession an option for us?

My wife and I have maintained this property for nearly 10 years.
You're half way there. In PA, you have to have adverse possession for TWENTY-ONE years... then you have to record a statement (in prescribed form) with the county clerk. There are other requirements that you will also have to meet.
