What is the name of your state (only U.S. law)? Illinois

I've been reading on the internet about this thing called adverse possession. How does one proceed in utilizing this? And if I did this are there legal pitfalls to avoid? Also, how does one go about turning on power, water, and getting an occupancy permit for a home that isn't technically owned by the adverse possessor?

Adverse possession isn't just squatters rights. In Illinois it takes 20 years unless the you're talking about vacant land or possession under color of title (neither of which applies to what you are doing). Your squatting is most likely tresspass and a crime. There are some other conditions that will keep you from ever getting to even petition the court for the ownership under adverse possession. This is not something you can game in short order.
