Damned if you do, damned if you don't. It's just one of those things that sometimes you have to do if you don't want to sit there all day, but there's no arguing the technicality of the law.
A couple of weeks ago I was behind another car in a turning lane with no arrow, 5:00 traffic, seemed like every car in the city was coming straight through the other way. The car in front didn't pull out into the intersection, and the light turned yellow and then red. So he sat there. Next cycle, he still doesn't pull out, still a massive amount of opposing traffic, he never got a clear shot. Sat there again. Went through four cycles like that until finally someone decided to be a nice guy and stop for a second so we could get through.
But, yeah, I was taught to do that in D.E. too.
