Apotion in Texas (Time Limit)

My wife and I adopted from Texas. The Agency tells us the adoption won't be final for a year which first we where told it was six months. What is the Law in Texas? Also they have a social worker coming every week that we have to pay $300 dollars every time she comes. the social worker has even written to them telling the agency that is was unnessecary, but the agency still sends this person. What is the law in texas? Can the Agency do this?
