Of course DUI law does not focus on prevention, it's not intended to. That would destroy a big economy and put thousands of people out of work.

now that kinda makes sense, spoken like someone that has logic rather than blind rage and emotion... although blind rage and emotion has done some great things for humanity...

Yep; try driving drunk in Europe. Over there, they even put royalty in the clink for drunk driving. Our laws are way too lenient.
Of course if you're a cop and get pulled over for dwi, you get a courtesy ride home. Also, if you've got plenty of money, you could probably get off with much lighter penalty than the poor shmuck with a modest income. Criminal justice system in this country favors those with money. Ask OJ.
