I was able to receive a check from DFAS for the remaining amount of my ACF after my congresswoman had the FY 2009 Defense Authorization Act amended to pay out the ACF to those who are eligible. In fact, the ABCMR had a instructions posted on their website as to how to apply for the benefits. Since it was written into the FY 2009 Defense bill, it is no longer in effect and all appeals for ACF payment have since ceased. For those who did not make the deadline, you will have to start back where I did in 2008, by writing your congressional representative. Request that they have the next year's Defense Authorization Act amended to honor requests to pay the ACF as per our enlistment contracts. Good luck.
