What is the name of your state (only U.S. law)? Ohio

A friend at basic training has been recommended for EPTS discharge and is not receiving the proper healthcare at the fort. He is contemplating on going AWOL will he receive the discharge (uncharacterized ) or will he be given article 15 and will he be classified as a deserter after 30 days? Or willthe unit discharge him with OTH

Think about what you had written in your post! "Are you some kind of Genie? Why I ask: you posted that "your friend is not receiving the proper health care at the fort, etc." If you are a Genie then by all means give him whatever health care he needs; and too, "fast-track his EPTS discharge." FYI: If he leaves while being processed out for a EPTS discharge, he could "dig himself in so deep with blow-back repercussions beyond a lay person's imagination," which would be left up to His Command / Uncle Sam in prosecuting [him] under the UCMJ & The Manual For Courts Martial!

If he goes AWOL he will not get the benefit of an uncharacterized chapter. Instead, he will be classified as AWOL.

Now, as a practical matter: I have a feeling your friend won't have health insurance coverage once he's been discharged. So how good will his medical care be without insurance? Is he independently wealthy? Additionally, please don't believe everything your friend is telling you about the appropriateness of the healthcare he's currently receiving. Unless you and/or your friends are healthcare professionals, I doubt that either of you are in the position to make that call.

If you're really his friend, tell him to stick it out and wait for the EPTS discharge to come through.

Along with being patient in waiting upon your EPTS discharge, if you have not done so already, you probably should speak with Base Legal / JAG Officer to clarify any uncertainties or questions that you may have.
