Your county zoning desk or permit desk can tell you when a permit was filed to build the barn and when a permit was taken out for the septic system you are connected to and when one was filed to create a dwelling unit in one end. As to the utilities quickly make a copy of your lease and store it off site like a bank box and then tell the LL in writing via certified mail that your lease requires you to pay for your own utilities and if they connect any one else to your utilities or allow anyone else to use them then they are going to have to pay the bill them self because you will take them out of your name, and you will report any use of utilities you pay for by anyone else for as theft and you will name your LL in the theft report. If you find there are no records for this apartment -living space built into the barn and inspections wants to come out , let them, of course if they condemn it then you will have to move out and your LL has no say in the matter since your lease would be canceled because of the condemnation.
