By grave i mean take him back into court and explain his actions...My ex once stated that if he wanted to he could have me taken out and he and my child would be out of the country before anyone took notice ...Yes the statement is documented and restraining orders were issued...Maybe anger made him make such a statement ?
Who knows...I am not an evil bitter mom out to deny her ex visitation we have a very fair and equal custody agreement ,the problem is that he likes to interpret the law as he see's fit and he need's to know he can't take advantage .
You're not evil and bitter?

Really? So has anyone bought that story yet?

Please explain what damage was done by the child going to Vegas for a little getaway.

And staying at the freaking Bellagio, too!

Maybe you are jealous because the child stayed at the Bellagio and well...you haven't even stayed anywhere on The Strip, eh??

You also have YET to address the other clauses that you seemed to withhold that Ohiogal pointed out. Most likely because HE is not doing anything against the CO. So how about posting the exact wording of the provisions asked for.

21. As stated by the court : Neither party shall change the residence of the minor child from the state of California and the County of Los Angeles without the prior written consent of the other party or a prior order of court Further , the parties stipulate that the burden of proof regarding the best interests of the child in the event of a move away is changed from the non custodial to the custodial parent. This order specifically reverses the burden of proof as set forth in In Re Marriage of Burgess (1996) 13 Cal. 4th 25.

23. Neither party shall remove the minor child from the State of California without the prior written consent of the other party or prior order of the court first having been obtained.
This is addressing relocation, not vacation. It's COMMON verbiage in CA court orders.

I will say for the last time that CA courts do NOT have the time or resources to micro-manage vacations. Especially since so many Californians cross state lines for vacations (Havasu, Vegas, Grand Canyon, etc. etc. etc.)

IF Dad has failed to return the child during vacation/visitation previously AND it was necessary to involve the courts/law enforcement in their return...Then you can file that evidence and ask for a geographic restriction on vacations.

IF you have an order which specifically addresses vacation/visitation restrictions~ Then that would have been spelled out. You obviously don't, or you'd have typed that part rather than the move-away section.
