NCP is threatening to have her kicked out of the house now, because of taxes. It's in the decree that she stays in the house until their youngest turns 18, which isn't for another 7 years. He's saying she broke the decree and can now kick her out. He threatens her with stuff like this all the time. is there anything she can do to get him to leave her alone? Can she file a police report for harassment?
The only person who can evict her is a judge. She can turn her ringer off at night. If it gets to an excessive level, then contact the police.

Unfortunately, he doesn't just call. He comes by the house, even goes in when she's not home. He's not supposed to have a key, yet she can tell when he comes in because things are moved around. I want her to go to the police, but she's such a pushover that she won't. I don't know what to do and I'm really starting to stress about it.

Might I recommend a nanny cam trained at both entrances to prove that he is coming in. Is it by court order that she can remain there until the youngest is 18?

An afterthought:

How about she installs a nannycam/equiv to record his unauthorized presence?

A cursory google search tells me that it's legal to install such things in Texas, though you might want to check audio recording laws. And don't put one in the bathroom.

Yes, as long as she pays the property taxes, she can stay there until the youngest is 18. It's family property, so she can't stay beyond that. She makes monthly payments on the taxes, and he recently went in and paid them in full, then threatened to take the house away because he says she didn't pay them. There is really no limit to what he will do, in my opinion. As far as the nanny cam, she doesn't have the income to have anything like that installed. He drills the kids for information whenever he sees them, so it would be difficult for her to set up any other type of camera or security system.

Can you go and help her? Have her take the kids out of the house while you install them and show them how to operate them?
Unfortunately, we are in Virginia and she is in Texas. My husband and I barely have an entire day off between all of our obligations, not to mention our children who are in school. Trust me, if I could be there, I would bring her to the police station myself. I am tired of her and her kids being harassed by this man.

If it wasn't so far, I knew a couple of Marines who could have gone in to install the stuff ... tough guys ... the kinds who know how to use weapons if necessary.

You can pick up nanny cams for not that much money. It probably wouldn't cost that much to set them up.

Lol, thank you! I wouldn't be opposed to buying and shipping some to her, but getting them set up is another challenge. I will look into it though. Thanks for all of your help!

She should also change the locks. If she was given use of the home then he cannot enter whenever he likes.
 
My contribution would be to change the locks. There's these things called landlord locks (google them) and the owner can rekey it with the master.

And invest in a private mail box.
