No, you missed it. The OP is talking about paying only 1/3 of the utilities. HIS "shelter costs" would be borne, in part, by dad.

Why he thinks it's fair to pay 1/3 of the utilities is beyond me...
 
From what the OP posted, about 13.3% of his "shelter costs" will be shouldered by dad. Furthermore, the OP would need to show that he's actually not sharing the day-to-day expenses (ie: food, etc).
Actually, it would be more like 66.6% (2/3). We came up with that arrangement because his part of the house is 2/3 the total square footage (and also much nicer), and he'd be paying for 2/3 of the house, and therefore would have 2/3 ownership.

I completely disagree with you that dad will be providing any of the OP share of "shelter costs".

They are each pooling their money to buy a home. OP will be living in the basement which is a one bedroom separate living area. I can just about guarantee that the upstairs has more than one bedroom, so that quite nicely fits the 1/3 vs 2/3 ownership. I also quite nicely fits the 1/3 vs 2/3 share of utility bills.

As far as day to day expenses are concerned, it is only necessary to show that the OP is covering his share. Its better to buy separate groceries and sundries since they have truly independent living/cooking areas, but it would be ok sharing the cost as well as long as the OP can demonstrate that he/she pays his/her share of those expenses.

Because of the different square footages they will be utilizing. Water perhaps is something that they should share equally, but heating and cooling are effected by the different square footage, as well as other electrical use.

Yes, it's actually a 4 bedroom home with 3 upstairs and 1 downstairs bedroom (with another room downstairs that could easily be a bedroom, but not legally since it doesn't have a window).

We'd be buying our own groceries as well and other personal needs items. Pretty much the same as we do now, except we'd own the house together and be sharing the cost of the bills for it.
