I've contacted eBay customer service, and two agents told me to hold off on payment.
The listing was a local listing. The seller repeatedly noted the item was to be picked up in El Segundo, California, several times. He has changed the terms of sale by relocating the item from El Segundo, California, to Long Beach, California.
In addition, the seller has never mentioned in his listing that the buyer would have to mail payment to Hawaii. That means the buyer would have to send payment to one state and then pick up the item in another state. I believe while I have agreed to a local transaction, I do not have to agree to participate in an interstate commerce -- especially while the seller has never mentioned in his local listing that the buyer would be sending money out-of-state.
