Yes - it's just a POA and they've said that they'd help try to mediate but would not go beyond that. At the least I want them and the City to formalize the violation ( and by that I mean provide me and my neighbor with some formal notice that he is in violation) - I think they'll do this.
The POA might but the city doesn't seem to have any interest per your post.

I have asked the City to clarify as it's not clear if their reference to overhanging trees is pertinent to my issue of height limit. They have said I can file a code enforcement complaint which I will do.

Filing a code enforcement complaint is a good first step to take. The code enforcement officer will investigate the complaint and take whatever action the city permits the officer/city to take.
