If someone uses your credit card number to purchase something on the internet,and the person agrees to pay the charges and does....can the credit card holder still prosecute for fraud? I live in North carolina

Yes. Paying the bill does not magically make the crime "never happened". It does, however, reduce the likelihood the DA will bother to prosecute.
